India plans to rebut British telecom operator Vodafone’s arbitration notice under India-Netherlands bilateral investment promotion and protection agreement saying that the pact does not cover taxation issues. “We believe that the treaty does not cover tax matters and the government will emphasis this,” a finance ministry official said ahead of the May 15 meeting of an inter-ministerial group to finalise India’s response to the notice. In a statement on Monday, the finance ministry said the department of revenue had sought withdrawal of conciliation offer only after Vodafone decided to pursue arbitration.
